The Quechan Tribe’s COVID-19 Small Business Grant Program has been developed to provide assistance to small businesses owned by enrolled members of the Tribe, as well as business enterprises wholly owned by the Tribe, that have suffered business interruption costs incurred due to COVID-19 required closures. The Program Description is now available for review, and the Application will be released on Monday, August 31, 2020.
Open to Parents/Legal Guardians of Enrolled Quechan Tribal Members only (3–18 year olds).
The 2020 School Covid-19 Readiness Program has been developed to assist school age children (Headstart–12th Grade) during the Covid-19 Pandemic.
This assistance is to purchase items to prepare the Student for Distance Learning online or those attending school on campus. Items such as; Education supplies, Electronic Items, Cleaning Supplies, Food for Student, Utilities, personal hygiene and Personal Protective Equipment (PPE).

The Quechan COVID-19 Relief Assistance Program has been working diligently to provide an immediate release of financial assistance to our Tribal members. We have received applications from four sources that are reviewed for name changes, address changes, and enrollment verification. We are also recording the needs of members to identify and later forward to our Tribal Council the most impact the virus has had on our members. We are also documenting the most important needs of our Tribal community as we will continue to experience the virus’s effects on our daily lives. There are approximately 2,800 adult Tribal members who will be submitting applications. We thank each of you for your patience during this process.
The Tribe must adhere to certain guidelines and requirements in order to be in compliance with the COVID-19 Relief Assistance funding and must be prepared should an audit be conducted on how the funds were dispersed among the Tribal membership. If the guidelines and requirements are not followed, the Tribe will be responsible for repaying the funds.

- Testing and results are CONFIDENTIAL
- An appointment is required and you will be asked questions to be sure we schedule the right test for you.
- Testing will be deep nose swabs which takes about 15 seconds.
- You will be notified of your result by one of our clinical staff.

Quechan Small Business Owners,
The Tribal Government is committed to supporting small businesses who are financially struggling amidst the COVID-19 public health emergency. Our aim is to provide a relief program that will ensure funding for a small business was necessary and in response to the COVID-19 public health emergency, and will meet the requirements & guidelines of the CARES Act. This program is not associated with the CARES Act Payroll Protection Plan, and our ability to provide financial assistance is based on eligibility guidelines and funding availability.
The Tribal Administration and the Economic Development Administration are in process of developing a program that can provide relief assistance and benefit a Quechan member who is a sole proprietor/vendor that operates in our local & tribal community, as well as the larger businesses owned and operated in our local area and or in other States.

The Quechan Tribal Administration has been awarded CARES Act funding from The United States Treasury, here is a quick guide to the CARES Act:
What is the CARES Act?
On March 27, 2020, the Coronavirus Aid, Relief, and Economic Security, or CARES, Act was signed into law, setting in motion the distribution of funds and other relief mechanisms to counteract the economic fallout from the coronavirus pandemic.
Title V of the CARES Act provides for $150 billion in aid to states, tribal governments and units of local government. Of that amount, $8 billion in aid was dedicated for payments to tribal governments.
How much did the Quechan Indian Tribe get awarded?
As of May 8, 2020 and June 15, 2020, The Quechan Indian Tribe has received a total of $20,063,141.47 from The U. S. Treasury’s The Coronavirus Aid, Relief and Economic Security (CARES) Act.
How can the funding be spent?
The CARES Act requires that the payments from the Coronavirus Relief Fund only be used to cover expenses that are necessary expenditures incurred due to the public health emergency with respect to the Coronavirus Disease 2019 (COVID–19); expenditures that were not accounted for in the 2020 budget for the Tribal Administration; and for expenditures that will be incurred during the period of March 1, 2020, and December 30, 2020.
As sovereign governments addressing the pandemic on many levels, the tribal government has to have a broad discretion to define necessary expenditures under the Act. The Tribe has asserted expenditures that include the costs for Emergency Management Response, Personal Protective Equipment for Tribal Employees, Emergency Leave cost for any Employees directly affected by COVID-19, Employees who have been affected during Government closures, a Small Business Grant, an Individual and Family Emergency Assistance Program and Upgrades for touchless fixtures for programs in high risk areas within the tribal community and many other expenditures that have yet to be determined. These expenditures would otherwise be unavailable due to the loss of revenues associated with the closures of tribal enterprises as a consequence of the COVID-19 pandemic response.
It is extremely important for the tribal government to take notice of the CARES Act’s strong oversight authorities. Specifically, Title V of the act includes a section authorizing recoupment of distributed funds if the Treasury Department’s Inspector General can determine that these funds were not used in accordance with the act’s definition of qualifying expenditures. The tribal government must be in compliance with any guidance provided by the Treasury Department in distributing the funds, and address guidance of the act itself in developing and documenting the expenditure plans.
The Tribal Council will review and approve a budget that is currently being developed, once approved; that information will be provided to the tribal membership on how this funding will be utilized.
Will Tribal Members receive financial assistance?
Yes, All enrolled members (18 years and older) are eligible for a relief amount of $2,135.99, due to the hardships related to the Coronavirus per The Quechan Indian Tribe’s Individual and Family COVID-19 Emergency Assistance Program. The application will be available on the Tribal Website (www.quechantribe.com) or outside of the Quechan Tribal Administration on July 13, 2020. All guidelines, provisions and deadline will be stated on the application, please allow time for application review and processing, and please use an accurate mailing address. The Quechan Tribe will not be responsible for incorrect mailing addresses; checks will not be available for pick up, no exceptions.
Will Small Businesses owned by Tribal Members be eligible to receive financial assistance?
Yes, if you are an owner of a Small Business (under 500 employees) and have been negatively affected by COVID-19, you must fill out The Quechan Indian Tribe’s Small Business Grant application. With the recent rise in confirmed Covid-19 cases on the Ft. Yuma Indian Reservation, the Quechan Tribal Council has determined it necessary to close the remaining essential programs of The Tribal Administration with the exception of the following: Quechan Police Department, Security, Fish & Game, Animal Control and Tribal Gaming Office. The Quechan Utilities Department will be on call for emergencies, and will continue ensuring the functioning of lift stations. The closures will begin Monday, June 22, 2020 through Monday, July, 6, 2020.
Programs that provide Services to the membership such as Food Distribution, Pipa Market, Senior Nutrition and Tribal Court will be at limited operations, the adjusted hours and contact information are available on the Quechan Tribe website. Quechan Paradise Casino will still be in Operations, and under careful watch by the CEO and Management Team.
During this time it is strongly recommended that the membership adhere to the Stay at Home Order that was sent out on April 7, 2020 that is still in effect. The Quechan Tribal Council will be working to enforce more stringent deterrents to those that continue to disregard the current Stay at Home Order as well as any future orders, restrictions and ordinances the Quechan Tribal Council passes to protect the health and safety of its membership and community. The Tribal Council will also continue working on budgeting and finalizing decisions that need to be made with the CARES Act funding.
In closing the Quechan Tribal Council has heard your concerns and wants to assure you every effort is being made to help slow the spread of COVID-19, in hopes to prevent any future cases. We are requesting your help and responsibility by practicing social distancing, wearing masks and to wash your hands or sanitize as much as possible when soap and water is unavailable. If you feel you are experiencing symptoms, please contact IHS or your medical provider immediately, self-quarantine if there is a waiting period for your appointment or pending results. All medical providers and testing areas will provide you the necessary literature and information, as well as after care steps. For those who are positive and need assistance, the Tribe and I.H.S. are working in collaboration with the American Red Cross and Salvation Army to provide meals and essential materials. The Quechan Police Department, Tribal Security, Fish & Game and Animal Control will continue to conduct regular business during this time.
Food Distribution will be closed from Thursday, June 25, 2020 through Monday, July 13, 2020. The staff will be in on Monday, June 29, 2020 to receive their monthly shipment and conduct inventory; they will then resume their leave.
The Quechan Senior Center will be closed from Monday, June 29, 2020 through Monday, July 13, 2020; meals will be provided in advance for the participants.
Pipa Market will be open daily from 9:00am to 5:00pm.
The Andrade Parking Lot will continue to conduct business from 6:00am through 2:00pm.
All other departments will remain available by e-mail.

All Sunset Health locations have Monday through Friday Provider appointments available to determine if COVID-19 testing is indicated. Sunset Health is required to complete the testing consistent with the patient's insurance coverage. The screening and specimen collection will be done by the Sunset Provider.
